New class of IP Address and some Hacking fundas?

Recently I was watching a movie called "The Net" starring
Ms Congeniality Sandra Bullock.
The story is about the identity theft where someone (villain?) steals
our heroin's identity like her name, social security number,
passport etc etc and tries to create a wrong identity for Sandra.
So our heroin decides to get back her identity by hacking (???)
into some govt website which was for sure not hosted on this planet
as it's IP address was something like "202.100.3.334"!!!.

But Sandra is definitely better (u can give her benefit of the doubt -
she might have typed a wrong IP address) than Collin Ferrell, in the
movie "The recruit" where he types a C program (Note: No
compilation required!) at the login prompt and breaks in!!!!!!!!.
